  1. 01

The guest registration form and guest records

Fișa de anunțare a sosirii și plecării

    What it requires

On arrival, every guest fills in the arrival and departure form, based on their ID; reception checks the data against the ID and signs the form, and the establishment records every guest. The forms are made available to the police daily.

Tourist and agritourism guesthouses (pensiuni) are exempt from the form and keep the property register instead.

    What BnBFlow does

    • Included

Online check-in collects the ID data, a photo of the ID and the guest’s signature, on their phone; the registration form is generated as a PDF, and the forms stay in your account, with export.

    Classifying the unit

    Certificatul de clasificare

    What it requires

Apartments and rooms for rent are tourist accommodation establishments and must be classified; the classification certificate is issued by the public institution responsible for tourism. Establishments that do not meet the minimum conditions are not classified and cannot provide accommodation.

    What BnBFlow does

    • For information

The owner obtains the certificate, for each unit.

    • Through us or partners

If you are just starting, we help with the classification file, ourselves or through partners, in the assisted start.

    The tourist tax

    Taxa specială de promovare turistică

    What it requires

The Fiscal Code lets local councils adopt special taxes, including for promoting the locality to tourists. The amount, how it is calculated and the exemptions are set by the local council decision, so they differ from place to place.

    What BnBFlow does

    • Configurable

The tax is set per property: per night, per guest, per stay or a percentage, with a cap on nights, and calculated on every booking.

    • Included

Guests can pay it online, and the tourist report shows, for every stay, the nights, the guests and the tax calculated, with CSV and PDF export.

    Invoicing and e-Factura

    RO e-Factura · SPV

    What it requires

RO e-Factura is the national e-invoicing system, run by ANAF, the tax authority, with access through the Private Virtual Space (SPV). Which invoices go through it depends on how you operate; for your case, check with your accountant.

    What BnBFlow does

    • Included

Invoices to guests and to owners are issued on your company, from the booking and check-in data, and reach e-Factura, with the status of each in view.

    The occupancy record form (ANAF)

Fișa de ocupare a capacității de cazare

    What it requires

ANAF Order no. 381/2026 approves a new model of the form, for those earning income from accommodation or from short-term rental of rooms in their own home, from 2026.

    What BnBFlow does

    • For information

The taxpayer fills it in, following the instructions in the order, together with their accountant.

04FAQ

Romania and short-term rentals.

A question about your property? Write to us and we reply the same business day, the next one at the latest.

Message us on WhatsApp

What do I need to run a short-term rental in Romania?

Usually a classification certificate for the unit, a registration form for every guest, a guest register, the local tourist tax and invoicing (including e-Factura where it is mandatory). The exact obligations depend on how you operate (as an individual or a company), so check with a local accountant.

What does BnBFlow do for Romanian rules?

A digital registration form signed by the guest, the guest register and the tourist tax kept up to date, invoicing sent to e-Factura, and a channel manager for Airbnb, Booking.com and the other channels, from one calendar.

Do guests need to install anything?

No. They get a link on the connected channels (WhatsApp, the booking platform’s messages, email), enter their details, photograph their ID and sign on their phone, in their own language.

How much is the tourist tax?

Each city sets its own tourist tax by a local council decision, so it varies from city to city. In BnBFlow, the tax is calculated per guest, on your locality’s rules.
